I expect it will be by the courts regardless and there will be a massive federal register journal based rollback of the Trump administration and a declaration that all regulation reverts to 2024 by default.

If the Dems get the House and Senate, expect a lot of reversals.

I would imagine we might even have some "settlements" with the "DOJ" before the end of Trumps term
