I'd say that the target audience is (1) people who have some secrets to share among them, and (2) people who pretend they have such secrets, or just enjoy the feeling of extra privacy.
The (1) may be good guys like whistleblowers, or journalists under oppressive regimes, or less so, like black market traders or gangsters. Also, a whole spectrum in between.
The (2) are kids of all ages who love to play. If nobody plays with new tech, how can it even advance?
